What is a Marketing Notice?
A marketing notice is a declaration and disclosure of detailed scientific information that producers of precision bred plants (PBPs) must make to DEFRA prior to marketing their PBP in England.
Marketing a PBP can include, but is not limited to:
Utilising the PBP in a research and development field trial, where containment measures are insufficient for the PBP to be eligible for release under a release notice alone.
Marketing the PBP by transferring it to others, or else distributing it, whether by commercial means or otherwis
Selling the PBP by commercial means
Marketing notices require:
Information regarding the marketer of the PBP
Information regarding the genetic changes made to the PBP and resulting altered characteristics
Modern biotechnology techniques used to generate genetic changes
Proof that genetic changes made using modern biotechnology could also have occurred through traditional processes
Scientific evidence of successful integration of desired DNA at target sites
Investigative evidence confirming lack of off-target genetic changes
Information on the intended use of the PBP
Following submission of a Precision Breeding Marketing Notice, ACRE will consider the dossier's contents and advise DEFRA on whether information provided is sufficient to issue a 'Precision Bred Confirmation'. A Precision Bred Confirmation will allow the developer to market the PBP. Decision outcomes will be uploaded onto the publicly available Precision Breeding Register.If the PBP is destined to enter the Food or Feed market, an additional Food and Feed Marketing Notice will also be required, which is to be submitted to the Food Standards Authority (FSA).
